In the Northern Territory, landholder consultation is a crucial aspect of any development project. The government has recognised the importance of engaging with landholders to ensure that their views are taken into consideration when decisions are made about land use and development. Through this consultation process, landholders are given the opportunity to voice their concerns, provide feedback, and make suggestions on how to minimise any potential impacts that the project may have on their land. This approach not only ensures that landholders are respected and heard, but also promotes a more sustainable and equitable approach to development in the region.

The consent of the landholder is the first step in developing any blue carbon project in the Northern Territory. No project can be developed anywhere without the expressed permission of the landholder. The landholder has the right to all the benefits that are generated from their land. Approximately 90% of the coastline is Aboriginal Land and is represented by Land Councils. The other 10% is owned by pastoralists and is represented by the NT Pastoral Land Board. These statutory organisations have consent authority.
